Yemen’s Houthi rebels announced on Monday a maritime embargo against Saudi Arabia, a move that escalates regional tensions and potentially threatens global trade routes. The declaration by the Iran-aligned group comes amid an intensifying war between Iran and the United States, raising fears of a wider conflict encompassing vital waterways.
A Houthi military spokesperson, Yahya Saree, stated in a video message that the embargo would be effective immediately, characterizing it as an “equation of ‘an eye for an eye.'” The rebels claim the action is in retaliation for a blockade imposed on Yemen and a recent attack on Sanaa International Airport. Details regarding the implementation of the embargo were sparse, but the deputy head of the Houthi media office suggested the Bab al-Mandeb strait could be closed in response to what he described as Saudi Arabia’s “unjust blockade on Yemenis for over 10 years.” This strait is a critical chokepoint for global shipping, with approximately 12% of the world’s trade typically passing through it en route to the Suez Canal.
The announcement follows a period of heightened conflict, with Iran declaring it is back to a “full-scale war” with the United States. The Houthi action could further jeopardize the ability of Saudi Arabia, a major oil producer, to bypass the Strait of Hormuz, a crucial passage currently under significant pressure due to the ongoing Iran-US hostilities.
Saudi Arabia has condemned the Houthi announcement, with its foreign ministry stating that the rebels are attempting to “deflect” attention from their own economic mismanagement and public discontent. The ministry added that the Houthi militia has “dragged Yemen into the regional conflict and targeted commercial ships in the Red Sea, thereby exacerbating the suffering of the Yemeni people.”
The Houthis, an Iran-backed group that controls a significant portion of Yemen, have previously demonstrated their capability to disrupt shipping. Between 2023 and 2025, they targeted numerous vessels in the Red Sea and Bab al-Mandab Strait in response to Israel’s war against Hamas. These actions led to increased shipping costs and prompted retaliatory air strikes by the United States and the United Kingdom on Houthi targets in Yemen. While the rebels claim to have a substantial stockpile of drones, some members have indicated that these supplies have been diminishing following sustained attacks during the Israel-Hamas conflict, and further complicated by the ongoing Iran war.
The current escalation also comes as tensions rise over flights to Sanaa, the Yemeni capital controlled by the Houthis. The rebels reportedly sought to establish independent control over Yemen’s airspace by allowing a direct international flight to land without coalition approval, an action that has drawn scrutiny. The fragile truce that had been in place between the warring factions in Yemen since 2022 has been increasingly threatened by these developments.
The strategic implications of the Houthi maritime embargo are significant. Disrupting transit through the Bab al-Mandeb strait forces shipping firms to reroute vessels around the Cape of Good Hope, substantially increasing transit times and costs. This move by the Houthis not only adds another layer of complexity to the broader Iran-US conflict but also poses a direct threat to global energy markets that depend on Saudi Arabia’s substantial crude oil production.
