The Jammu and Kashmir government has designated four Administrative Secretaries as nodal officers to oversee key themes for the upcoming 6th National Conference of Chief Secretaries. The conference, slated for December 2026, will focus on critical development and governance priorities for states across India.
Information was available with The Chenab Times indicating that this move, formalized through Government Order No. 1496-JK(GAD) of 2026 issued by the General Administration Department on September 8, aims to streamline preparations and ensure comprehensive input collection for the national event.
The designated Administrative Secretary for the Planning, Development and Monitoring Department will serve as the nodal officer for the theme related to the five specific priority objectives for states aspiring to achieve ‘Viksit Bharat by 2047’. This theme emphasizes a national vision for accelerated development and progress.
The Administrative Secretary of the Mining Department has been assigned the responsibility of coordinating the theme focused on the development of the mining sector. The objective is to explore how this sector can contribute significantly to economic development and enhance state finances, aligning with national economic goals.
For the crucial theme of ‘Technology in Governance,’ the Administrative Secretary of the Information Technology Department has been nominated. This role will involve coordinating efforts to integrate technological solutions for improved public service delivery and administrative efficiency.
Additionally, the Administrative Secretary of the Public Works (R&B) Department will lead the coordination for the theme addressing ‘Good Practices/New Ideas for Expediting Linear Infrastructure Projects.’ This focus area is vital for improving the speed and effectiveness of infrastructure development across the country.
The government order mandates that the departments headed by these nominated secretaries will collaborate closely with the Planning, Development and Monitoring Department. Their primary responsibility will be to facilitate the timely collection, compilation, and finalization of all necessary inputs required for the conference.
The 6th National Conference of Chief Secretaries is anticipated to delve into several critical areas including advancements in mining, strategies for expediting infrastructure projects, the role of technology in governance, and the implementation of reform-oriented initiatives designed to boost national progress.
Copies of the government order have been circulated to senior officials, including the Financial Commissioner (Additional Chief Secretary) of the Mining Department, the Financial Commissioner (Additional Chief Secretary) of the Public Works (R&B) Department, and the Commissioner/Secretary of the Information Technology Department, among other relevant authorities. The order was issued by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department, on behalf of the Government of Jammu and Kashmir.
