LEH, Oct 23: The Ladakh State Election Commission has initiated a public consultation process, inviting objections and suggestions on the draft delimitation of constituencies for the newly established Ladakh Autonomous Hill Development Councils (LAHDCs). This move aims to finalize the boundaries for electoral representation across eight such councils in the Union Territory.
According to details received by The Chenab Times, the Commission has issued separate notifications for each of the eight councils, specifying that all feedback must be submitted to the respective Deputy Commissioners or Block Development Officers by November 2.
The draft delimitation proposals are being put forth under the Ladakh Autonomous Hill Development Councils (Election) Rules, 2026. These rules stipulate the division of council areas into single-member territorial constituencies. The Commission’s draft outlines the proposed boundaries for each constituency, seeking input from the public and other stakeholders to ensure fairness and representation.
Several factors are being considered in the delimitation process. These include geographical contiguity, the compactness of areas within each constituency, the existing boundaries of panchayats, comparability of elector populations to ensure equitable representation, and the seasonal inaccessibility of certain areas. The objective is to create constituencies that are both practical and representative of the diverse geographical and demographic landscape of Ladakh.
The draft delimitation proposals have been made public to encourage broad participation and gather diverse perspectives before the Commission makes its final recommendations. This consultative approach underscores the commitment to a transparent and inclusive electoral process as Ladakh strengthens its local governance structures.
The exercise is specifically focused on finalizing constituency boundaries for the eight newly constituted hill councils. These councils are located in Leh, Kargil, Changthang, Nubra, Drass, Zanskar, Sham, and Sankoo. The process is being conducted in strict accordance with the applicable election rules, ensuring that the delimitation exercise adheres to legal and procedural standards.
Earlier, on October 21, the Lieutenant Governor of Ladakh, Vinai Kumar Saxena, had formally notified the revised structure for the eight LAHDCs. This notification included a total of 100 constituencies, marking a significant increase from the existing strength of 52 seats. The expansion aims to provide more localized representation and address the growing administrative and developmental needs of the region.
Under the new framework established by the LAHDC (Amendment) Regulation 2026, the distribution of constituencies across the various councils has been detailed. Leh district will now have 22 constituencies. Kargil district will have 21 constituencies. Sankoo will have 13 constituencies, while Changthang will have 10. The council areas of Nubra, Sham, and Zanskar will each comprise nine constituencies, and Drass will have seven constituencies.
