Jammu and Kashmir Per Capita Income Surpasses Rs 1.5 Lakh, Challenges Remain

SRINAGAR: Jammu and Kashmir has recorded a significant increase in its per capita income, rising from approximately ₹62,327 in the fiscal year 2014-15 to ₹1,54,703 in 2024-25. This near 148 percent jump over a decade signals economic expansion, but experts caution that the figure masks underlying economic disparities and the quality of job creation.

According to details received by The Chenab Times, the region’s economy is estimated at around ₹2.65 lakh crore for the current fiscal year. While the services sector dominates with a 61.7 percent contribution to the Gross State Value Added (GSVA), followed by the primary sector at 20 percent and the secondary sector at 18.3 percent, a closer look reveals a significant reliance on public administration, seasonal tourism, and agriculture, with a comparatively smaller manufacturing base.

The per capita income of ₹1,54,703 translates to an average of about ₹424 per day for each resident. However, this average does not reflect individual earnings, income distribution, or the impact of inflation on purchasing power. The increase is measured at current prices, meaning the actual improvement in real terms is less pronounced.

National Average Comparison and Economic Depth

Despite the notable growth, Jammu and Kashmir’s per capita income remains below the national average. India’s per capita Net National Income for 2024-25 is approximately ₹2,00,162, placing J&K’s figure at about 77 percent of the national benchmark. While this gap has narrowed, it underscores the need for greater economic depth to convert regional advantages into higher and more consistent incomes.

States with higher incomes often possess robust manufacturing industries, technology firms, financial services, and export-oriented enterprises that create value beyond local markets, generate employment, and foster investment. Jammu and Kashmir possesses educated individuals, tourism potential, and established traditional industries, but requires stronger mechanisms to translate these into sustained economic prosperity.

Agriculture and Tourism: Enhancing Value and Sustainability

Agriculture and allied activities, particularly horticulture, form a substantial part of J&K’s economy, supporting a significant portion of the workforce. While renowned for produce like apples, walnuts, and saffron, the income of growers is heavily influenced by post-harvest processes. The development of cold storage, grading, packaging, processing, and direct market access is crucial to ensure that a larger share of the final selling price reaches the farmers.

Similarly, tourism, a vital sector supporting numerous families, needs to move beyond counting visitor numbers. Shifting focus towards longer tourist stays, higher visitor spending, and year-round tourism activities—including winter sports, heritage tours, and cultural experiences—can improve economic benefits. Ensuring that tourist expenditure remains within the local economy is a key objective.

Public Administration and Private Sector Growth

The public administration sector contributes approximately 17.5 percent to J&K’s GSVA, highlighting the significance of government employment for financial security. However, the administration cannot be the sole employer for the region’s growing educated population. The development of a stronger private sector, offering competitive wages and professional growth opportunities, is essential.

This necessitates a renewed focus on entrepreneurship, providing aspiring business owners with access to finance, markets, mentoring, and simplified regulatory procedures. The promotion of small and medium enterprises, particularly in sectors like food processing, pharmaceuticals, textiles, and handicrafts, can add significant value.

Manufacturing and Infrastructure for Value Addition

Manufacturing remains a weaker component of J&K’s economic structure, yet it holds the potential to connect agriculture, raw materials, technology, and skilled employment. Opportunities exist in developing clusters of small and medium enterprises supported by reliable infrastructure, modern equipment, and market access. Value addition, such as transforming raw agricultural produce into juices, dried fruits, or processed goods, can retain more economic value within the region.

Similarly, infrastructure development, including roads and power projects, must be viewed through the lens of the economic activity they generate. Hydropower, a significant regional asset, should offer benefits extending beyond electricity generation, encompassing project execution, environmental sustainability, and local economic participation.

Leveraging IT and Professional Services

A significant opportunity lies in connecting J&K’s educated workforce with markets beyond the region through IT and professional services. Software development, digital operations, accounting, and financial support services can be provided to clients across India and globally. This requires strong internet connectivity, practical training aligned with market demands, and professional standards.

The challenge for Jammu and Kashmir, as in many regions, lies not in a lack of ideas but in the effective implementation of policies. Progress should be measured by tangible outcomes such as increased orchardist earnings, functioning manufacturing units, private investment, stable employment, and the value of exports. The ultimate goal is to build an economy that generates better incomes, productive employment, and sustainable opportunities for the future generations of the region.
