A recent Performance Grading Index (PGI) 2024-25 report released by the Union Ministry of Education has brought to light a concerning disparity in educational outcomes, indicating that Gurugram, a district often associated with high-achieving private and international schools, is underperforming compared to even the lowest-ranked government school district in Punjab.
Information was available with The Chenab Times showing that Gurugram registered a score of 375 in the PGI, while Patiala, Punjab’s district with the lowest score in the index, achieved 383. This stark comparison suggests that the quality of public education in Haryana’s most prominent district does not match that of the poorest performing region in neighbouring Punjab, highlighting a significant challenge for Haryana’s educational administration.
The report details mixed performance across Haryana’s districts. Panchkula emerged as the leading district within the state, scoring 373, while Nuh found itself at the bottom with a score of 275. This significant gap between the highest and lowest performing districts within Haryana underscores a broader issue of educational inequality across the state.
Other districts in Haryana showed varied results. Karnal secured 365 points, followed by Jind with 360 and Kurukshetra at 358. The middle tier included Sonipat (352), Rohtak (347), and Ambala (341). Palwal and Nuh were identified as the lowest performers, with scores of 319 and 275 respectively.
The state of Haryana itself experienced a decline in its overall PGI score. The PGI score for Haryana dropped from 591.4 in the 2023-24 cycle to 587.1 in 2024-25. This decrease resulted in a fall in the state’s national ranking, moving from eighth place to fourteenth. Haryana was classified under the “Prachesta-3” grade, indicating areas requiring substantial improvement.
Further analysis of Haryana’s performance within the PGI framework reveals specific areas of concern. The state garnered 79.9 out of a possible 240 points in the “Learning Outcomes and Quality” category. In the “Governance Processes” component, Haryana scored 47.1 out of 130 points, signalling a need for enhanced administrative efficiency and strategic planning in its education sector.
This performance data contrasts sharply with the perception of Gurugram as a hub for elite educational institutions. The PGI report focuses on the performance of government schools, and the results indicate that the public education system in Gurugram, and indeed across much of Haryana, faces considerable challenges in delivering consistent quality education. The disparity between the state’s private educational offerings and its public school system appears to be widening, impacting the foundational learning opportunities for a significant portion of the student population.
The PGI is designed to assess the overall quality of school education at the district level, considering various domains including learning outcomes, infrastructure, and governance. The index aims to guide states and districts in identifying areas of strength and weakness, thereby facilitating targeted interventions for educational improvement. The recent findings suggest that while Haryana boasts areas of significant development and private sector excellence, its public education infrastructure requires focused attention and strategic reforms to ensure equitable and high-quality learning for all students across the state.
