Tamil Nadu Registration Department Appoints Two Nodal Officers for Project STAR 3.0

The Tamil Nadu Registration Department has appointed two senior officials as nodal officers to oversee the implementation and functioning of the STAR 3.0 digital registration platform across all 575 Sub-Registrar Offices in the state. This move follows the recent launch of STAR 3.0, an upgraded software system designed to streamline property and civil registration processes.

Inspector General of Registration, Arun Sundar Thayalan, has designated P.K. Kannan, Assistant Inspector General of Registration (Vigilance), and E. Bhavani, District Registrar (Guideline), to assume these crucial roles. The appointment is with immediate effect, and the officers are tasked with coordinating with all stakeholders, monitoring project activities, facilitating the smooth implementation of STAR 3.0, resolving operational issues, and submitting periodic progress reports to the competent authority. This initiative aims to ensure the effective coordination, monitoring, implementation, and timely execution of activities related to the new digital platform.

STAR 3.0 represents the latest phase in the Registration Department’s ongoing digital transformation journey, building upon the foundations laid by earlier versions of the STAR (Simplified and Transparent Administration of Registration) system, which was first introduced in 2000. The upgraded platform was introduced after the completion of the STAR 2.0 contract period and is intended to significantly improve service delivery and strengthen digital processes within the department. The project’s core objectives include enhancing transparency, reducing processing times, and minimizing human interface in registration services.

Key features of STAR 3.0 include paperless and contactless document registration, with identity verification facilitated through Aadhaar-based OTPs or biometric authentication. The system allows for the online registration of various property-related transactions, including housing layouts and the sale of newly constructed apartment units, thereby reducing the necessity for applicants to physically visit Sub-Registrar Offices. In cases where details are in order, documents are registered instantly, digitally signed by the Sub-Registrar, and delivered to citizens online as electronic records, often on the same day. This digital-first approach aims to make the registration process faster, more convenient, and eco-friendly.

Furthermore, STAR 3.0 introduces ‘presenceless registration’ for certain categories of deeds, such as the sale of new apartments and plots. Under this advanced system, citizens can complete the entire registration process online, from application submission to final registration, without needing to visit a Sub-Registrar Office. This is particularly beneficial for first-time buyers who can complete registration at the builder or promoter’s office. The system also allows for round-the-clock application submissions, enhancing convenience during weekends and auspicious days. Enhancements have also been made to Encumbrance Certificate services, providing advanced search options and enabling applications at any Sub-Registrar Office, irrespective of the property’s historical registration location.

The introduction of STAR 3.0 is part of a broader e-governance initiative by the Tamil Nadu government aimed at leveraging technology to improve efficiency and transparency in public services. The project’s success is crucial for modernizing the registration system, reducing administrative burdens, and ensuring a more citizen-centric approach to property and civil registrations across the state.
