Tourists seeking an economical way to experience the popular destinations of Kullu-Manali this summer are finding a viable option through the Himachal Road Transport Corporation (HRTC) electric bus tours. These tours cover ten major attractions, including the iconic Rohtang Pass and the engineering marvel of the Atal Tunnel, at a price point of Rs 700 per person.
Information was available with The Chenab Times that the service, which recommenced operations on May 23, initially provided access up to the snow point near Rohtang Pass at a fare of Rs 500 per passenger. The route has since been extended beyond Rohtang towards Lahaul, allowing visitors to explore a more extensive circuit of scenic locales within a single-day excursion package.
The electric buses commence their journeys from Manali each morning between 7 am and 10 am. Due to consistent and increasing tourist demand, the HRTC has been deploying between six and ten buses daily to accommodate visitors.
Rohtang Pass and the Atal Tunnel remain among the most highly sought-after attractions for individuals visiting Manali. The comprehensive tour itinerary encompasses Kothi, Gulaba, Marhi, Rahni Nala, Rohtang Pass, Gramphu, Koksar, Atal Tunnel Rohtang, Dhundi, and Solang Nala before the buses return to Manali. This integrated package offers tourists the opportunity to witness snow-capped landscapes, formidable mountain passes, and the intricate design of the Atal Tunnel all within a single trip.
The significant appeal of this bus service stems from its affordability. While private taxis typically quote fares ranging from Rs 8,000 to Rs 14,000 for an excursion to Rohtang, with prices fluctuating based on vehicle type and the prevailing season, the HRTC electric buses present a substantially more budget-friendly alternative for travellers who are mindful of their expenses.
The escalating popularity of these buses coincides with ongoing concerns regarding the availability and potential misuse of permits required for Rohtang Pass. Under the directives of the National Green Tribunal (NGT), daily access to Rohtang Pass is limited to 800 petrol-powered vehicles and 400 diesel-powered vehicles, with these permits being obtainable through an online system. Electric vehicles, however, are exempt from this permit requirement.
The introduction of these electric buses aligns with the NGT’s broader objectives to mitigate vehicular pollution in this ecologically sensitive region, which has been a focus of environmental protection efforts. Over the years, reports have frequently surfaced detailing instances of tourists being subjected to exorbitant charges due to the restricted availability of permits for Rohtang. These reports have highlighted issues such as taxi operators levying excessive fares and instances of permit misuse, which have prompted authorities to take action by blacklisting certain vehicles and reinforcing monitoring mechanisms to ensure compliance.
In certain situations, tourists have reportedly paid multiples of the officially prescribed rates, a consequence attributed to the scarcity of permits coupled with high demand during peak seasons. This situation underscores the challenges in managing tourist influx while preserving the fragile environment.
DK Narang, the Regional Manager of HRTC, stated that the consistent increase in tourist arrivals necessitated an enhancement in the number of electric buses being operated. This measure is intended to ensure that all visitors wishing to utilize the service have the opportunity to do so. He further emphasized that the corporation remains dedicated to providing a travel option that is not only convenient and affordable but also environmentally responsible for tourists visiting the region.
The initiative by HRTC addresses a critical need for accessible and sustainable tourism infrastructure in one of Himachal Pradesh’s prime tourist destinations. By offering a structured and cost-effective tour, the corporation is facilitating a more regulated and environmentally conscious approach to exploring the region’s natural beauty and key landmarks.
