Jammu and Kashmir Assembly Employees Protest GAD Order on Deputy Secretary Deputation

SRINAGAR – Employees of the Jammu and Kashmir Legislative Assembly staged a protest within the Assembly premises on Wednesday, expressing their opposition to an order from the General Administration Department (GAD) concerning the deputation of Deputy Secretary Bilal Ahmad Mir.

The protesting employees gathered in the Assembly complex, raising objections to the deputation order and calling for a review of the decision by the competent authorities. The employees are demanding an appropriate and amicable resolution to the issue in accordance with established rules and administrative procedures. They have urged the authorities to intervene and address their concerns, emphasizing that the matter requires careful consideration to uphold the interests of the Legislative Assembly and its employees. The protesters expressed hope that their grievances would be duly examined before a final decision is made.

The protest drew attention from political figures, with PDP MLA and legislative party leader Waheed Ur Rehman Para expressing his views on the matter. Para questioned the deputation of an officer from outside the Assembly cadre, stating in a social media post that this action undermines the Assembly’s autonomy, dignity, and authority. He highlighted that this departure from established precedent is particularly concerning as it occurs under an elected government, urging the Chief Minister to withdraw the order.

This protest follows a previous directive from the General Administration Department in October 2024, which ordered all Legislative Assembly employees deployed in various departments and offices to report back to the office of the secretary of the J&K Legislative Assembly immediately. The GAD had mandated that the Assembly secretary furnish details of non-compliance within one week.
