SRINAGAR, Sept. 30: Five officers from the Chenab Valley — Rajesh Kumar Shavan, Akhtar Hussain Qazi, Dil Mir Choudhary, Sunil Bhutyal and Ashraf Pervaz — are among 36 Jammu and Kashmir Administrative Service (JKAS) officers promoted to higher administrative grades by the Government of Jammu and Kashmir through a series of orders issued by the General Administration Department (GAD) on Tuesday.
The promotions, approved following a decision of the Council of Ministers, span three levels of the JKAS hierarchy: the Super Time Scale (Level 14), the Special Scale (Level 13), and the Selection Grade (Level 12). According to government orders available with The Chenab Times, several officers have also been designated as Director Generals, Secretaries, Special Secretaries and Additional Secretaries in various departments.
For the Chenab Valley, the promotions mark a significant moment in the region’s administrative representation, with five Chenabi officers securing advancement in the Union Territory’s civil service structure.
Under Government Order No. 1588-JK(GAD) of 2026, the government promoted 11 officers to the Super Time Scale of JKAS [Level 14 (₹1,44,200–2,18,200)]. The officers promoted include Mathora Masoom, Shiv Kumar Gupta, Rajesh Kumar Shavan, Mohammad Shafiq Chak, Mushtaq Ahmad, Shafqat Iqbal, Om Prakash, Musheer Ahmad, Sudershan Kumar, Abdul Rashid War and Mufti Mohammad Farid-ud-din. As per the order available with The Chenab Times, Mathora Masoom, Rajesh Kumar Shavan, Mushtaq Ahmad, Om Prakash and Mufti Mohammad Farid-ud-din have been designated as Director Generals in their respective departments, while Shafqat Iqbal and Musheer Ahmad have been designated as Secretaries. The remaining officers will continue at their present places of posting until further orders.
Among those promoted in this category is Rajesh Kumar Shavan, who is presently serving as Director, Food, Civil Supplies and Consumer Affairs (FCS&CA), Jammu. His elevation to the Super Time Scale places him among the senior-most officers in the JKAS cadre and makes him the highest-ranking Chenabi officer in the latest round of promotions.
In a separate order, the government promoted 12 officers to the Special Scale of JKAS [Level 13 (₹1,23,100–2,15,900)]. The officers promoted are Rakesh Kumar, Suresh Chander, Akhtar Hussain Qazi, Parveen Kumar, Rajeshwar Singh Charak, Dil Mir, Kanchan Bala, Jagdish Chander, Subhash Chander Dogra, Zaffar Shawal, Sunil Kumar, and Peerzada Zahoor Ahmad. According to the order reviewed by The Chenab Times, Parveen Kumar, Rajeshwar Singh Charak and Kanchan Bala have been designated as Special Secretaries in their respective departments, while the remaining officers will continue at their existing postings.
Three officers from the Chenab Valley figure in this list. Akhtar Hussain Qazi, presently serving as District Programme Officer, Doda, has been elevated to the Special Scale and will continue at his present place of posting until further orders. Dil Mir Choudhary and Sunil Bhutyal are also among the Chenabi officers promoted to this higher administrative grade, strengthening the region’s presence in the senior ranks of the JKAS.
The government also issued Government Order No. 1590-JK(GAD) of 2026, promoting 13 officers to the Selection Grade of JKAS [Level 12 (₹78,800–2,09,200)]. The officers promoted include Primroze Bashir, Anshumali Sharma, Hilal Ahmad Bhat, Mohammad Rafeeq Bhat, Sona Gupta, Chand Singh, Shuaib Mohammad Naikoo, Mohd. Rafiq, Atul Dutt Sharma, Shabir Ahmad Hakak, Israr Ahmed, Mehmood Riaz and Ashraf Pervaz. As per the order available with The Chenab Times, Shuaib Mohammad Naikoo has been designated as Additional Secretary, while all other officers will continue at their current places of posting.
Among the officers promoted in this category is Ashraf Pervaz, another Chenabi officer whose elevation to the Selection Grade adds to the representation of the Chenab Valley in the Union Territory’s administrative structure.
The Jammu and Kashmir Administrative Service forms the backbone of the Union Territory’s administrative machinery, with officers serving in district administrations, directorates, autonomous bodies and the Civil Secretariat. Promotions to the Selection Grade, Special Scale and Super Time Scale are significant milestones in an officer’s career and often precede appointments to higher policymaking and leadership positions within government departments.
The elevation of Rajesh Kumar Shavan, Akhtar Hussain Qazi, Dil Mir Choudhary, Sunil Bhutyal and Ashraf Pervaz means that five officers from the Chenab Valley are part of the latest batch of JKAS officers promoted by the government. Their advancement comes at a time when the region continues to seek greater representation in the higher echelons of the administrative system and public service.
The government orders further clarify that all promotions shall remain subject to the outcome of any writ petitions pending before competent courts of law.
