The Tamil Nadu Legislative Assembly has passed the Tamil Nadu Private Universities (Amendment) Bill, 2026, significantly reducing the land and endowment fund requirements for establishing private universities. This move, championed by Higher Education Minister P. Viswanathan, aims to attract world-class institutions and boost investment in the state’s higher education sector.
The amendment Bill revises the minimum land requirement from a uniform 100 acres to a tiered system: 12 acres within the Greater Chennai Corporation limits, 18 acres in other municipal corporations and councils, and 25 acres in rural areas. Similarly, the permanent endowment fund requirement has been halved from ₹50 crore to ₹25 crore. These changes are based on recommendations from the Union government’s Task Force on Compliance Reduction and Deregulation.

Higher Education Minister P. Viswanathan defended the amendments, stating that the goal is to establish integrated universities with top-tier facilities, comparable to international institutions like Oxford. He highlighted Tamil Nadu’s historical role as an education hub and expressed confidence that the relaxed norms would attract global players, aligning with the influx of multinational companies seeking skilled talent in the region. The Minister emphasized that the aim is to invite new universities with world-class facilities, rather than merely facilitating the expansion of existing colleges.
The decision has drawn opposition from various quarters, including Left parties and university teachers. Critics argue that the amendments could lead to the commercialization of higher education, potentially impacting its affordability and accessibility, particularly for students from underprivileged backgrounds. Concerns have also been raised that reducing land and fund requirements might compromise the quality of infrastructure and facilities.
Background of the Amendment
The Tamil Nadu Private Universities Act was enacted in 2019, initially setting more stringent requirements for land and endowment funds. The current amendment revives a proposal that was withdrawn in February 2026 following similar objections. The government contends that the revised land norms acknowledge the scarcity of land in urban areas and are sufficient for academic blocks, hostels, and laboratories. The new regulations are specifically for establishing new ‘greenfield’ universities, and will not apply to existing private or aided colleges seeking conversion.
The amendment comes at a time when several private universities have already been established in the state under the 2019 Act, with seven receiving approval during the previous administration. The government plans to further enhance the higher education ecosystem by organizing a conclave for placement officers to integrate internships, industrial visits, and employment opportunities into the department’s broader ‘integrated education’ model.
