The ruling National Democratic Alliance (NDA) in Andhra Pradesh has achieved a consensus on seat-sharing for the upcoming local body elections, resolving to uphold the coalition spirit that characterized their success in the 2024 general elections. The negotiations, described as a significant undertaking, required alliance partners to navigate differences and arrive at a common understanding.
Differing perspectives on election outcomes
Despite the agreement on seat distribution, coalition leaders hold divergent views on the significance of these local polls. Telugu Desam Party (TDP) National President and Chief Minister N. Chandrababu Naidu characterized the local body elections as a “mid-term appraisal” of the NDA government in the state. In contrast, Jana Sena Party (JSP) Chief and Deputy Chief Minister Pawan Kalyan stated that the “polls are not a referendum” for the NDA.
Naidu, Pawan Kalyan, and BJP State President P.V.N. Madhav addressed a press conference at the Chief Minister’s Camp Office near Vijayawada, where they highlighted the intricate nature of the discussions. Naidu remarked on the unprecedented nature of these negotiations, stating he had not witnessed such deliberations over local body elections in his five decades of political experience. While alliances have existed previously, this instance marked the first time that comprehensive discussions at the highest level took place.
Pawan Kalyan further elaborated on the complexities, noting that while general elections for MLA and MP seats are typically handled more straightforwardly, local body elections presented a more significant challenge. The process involved careful adjustments across a large number of local bodies, with party workers and local leaders aspiring for opportunities to contest. He acknowledged that seat-sharing during the 2024 general elections was also challenging but emphasized that the current negotiations were broader in scope.
Madhav described the process as a “churning of the ocean,” ultimately aiding the three parties in reaching a consensus and fostering collaboration. Naidu urged alliance leaders and workers to exclusively support the candidates who have been officially allotted B-forms.
Seat-sharing arrangements finalized
The seat-sharing agreement for the urban local body elections has been finalized among the TDP, Jana Sena, and BJP. Under the terms of the agreement, the TDP will contest the majority of mayoral and chairperson posts, with the allocation broadly reflecting the allies’ respective strengths in the state Assembly. Specifically, for the 17 municipal corporations, the TDP will contest 11 mayoral posts, Jana Sena will contest four, and the BJP will contest two. For the 106 municipalities and nagar panchayats, the TDP has been allocated 78 posts, Jana Sena 21, and the BJP seven.
Across all urban local bodies, the TDP will contest 89 of the 123 seats, Jana Sena will contest 25, and the BJP will contest nine. This distribution aligns with the electoral performance of the coalition in the 2024 Assembly elections, where the NDA secured a significant mandate. In instances where one ally secures the post of mayor or chairperson, the other allies will be given the post of deputy mayor or vice-chairperson.
The TDP will contest mayoral races in cities such as Vizianagaram, Visakhapatnam, Machilipatnam, Mangalgiri-Tadepalli, Guntur, Ongole, Nellore, Kurnool, Kadapa, Tirupati, and Chittoor. Jana Sena has been allotted mayoral posts in Srikakulam, Kakinada, Eluru, and Vijayawada, while the BJP will field candidates for mayoral positions in Rajamahendravaram and Anantapuram.
The final seat-sharing arrangements were the culmination of several rounds of intense negotiations involving top leaders of the NDA partners. Chief Minister N. Chandrababu Naidu, Deputy Chief Minister Pawan Kalyan, and State BJP President P.V.N. Madhav played pivotal roles in these discussions. The process, while complex, was aimed at ensuring a coordinated contest and reflecting the combined strength of the alliance as they move forward to rebuild the state and ensure development.
