lThe Jammu and Kashmir government has issued an order to wind up the Union Territory Level Executive Committee (UTLEC), UT Bamboo Mission (UTBM), and District Bamboo Development Agency (DBDA), which were constituted for implementing the National Bamboo Mission (NBM) in the union territory. The order was issued by the General Administration Department, Civil Secretariat, J&K, on April 10, 2023, and is numbered 448-JK(GAD) of 2023.
According to the government order, the winding up of the UTLEC, UTBM, and DBDA is pursuant to the merger of the NBM with the Mission for Integrated Horticulture Development (MIHD) by the Department of Agriculture and Farmers Welfare, Government of India. The UTLEC and DBDA were constituted in terms of Government Order No.636-JK(GAD) of 2021 dated 20.07.2021, for implementing the NBM in the union territory.

The implementation of the NBM in Jammu and Kashmir has faced several challenges, including lack of awareness among farmers and inadequate funding. The NBM was launched in 2018 with the aim of promoting the growth and development of bamboo in the country, and it had a target of covering 1 lakh hectares of land under bamboo cultivation in the country by 2020.
It remains to be seen how the winding up of the UTLEC, UTBM, and DBDA will affect the implementation of the NBM in Jammu and Kashmir, and whether the government will take any steps to address the challenges faced by the mission. The government order has been issued by the Commissioner/Secretary to the Government, Sanjeev Verma, IAS, by order of the Government of Jammu and Kashmir, with reference to No:GAD-ADM/251/2021-09-GAD.
