SRINAGAR, Mar 30: The Jammu and Kashmir Legislative Assembly has scheduled 33 Private Members’ Bills for consideration, addressing a diverse range of legislative proposals including a ban on liquor, regulation of land laws, and restrictions on private practice by doctors.
The proposals span various sectors, reflecting concerns over social issues, land rights, public health, and employment within the Union Territory. The bills are set to be discussed on Monday.
According to details received by The Chenab Times, among the prominent proposals are six separate bills that advocate for a complete prohibition on the sale and consumption of liquor across Jammu and Kashmir. Some of these bills propose universal prohibition, while others suggest region-specific restrictions, such as in the Kashmir Valley or specific constituencies like Lal Chowk. Amendments to the existing Excise law to enforce prohibition are also included in these proposals.
A significant legislative effort focuses on public healthcare, with a bill proposing a ban on private practice by government doctors. The aim is to enhance the delivery of public healthcare services and ensure that medical professionals are fully available for their duties in government institutions.
Land-related legislation forms a substantial part of the agenda. One bill seeks the restoration of the Jammu and Kashmir Land Grants Act, 1960, along with its original provisions that were amended in 2022. This move aims to protect the rights of existing leaseholders and ensure that public land is utilized in accordance with local interests. Another bill addresses the regularization of land occupied by long-term occupants and those involved in tourism, while also promoting transparency in land ownership transfers.
The Assembly will also review a bill concerning the management, protection, and governance of Kashmiri Hindu shrines and religious places within the Union Territory, underscoring the importance of preserving religious heritage.
In the domain of food safety, two bills have been introduced. One proposes a ban on the import of frozen and chilled food items into Jammu and Kashmir to support local industries and safeguard public health. The other bill calls for stringent action against the sale of unhygienic, rotten, or unsafe meat.
Legislation related to employment and social welfare is also on the list. Bills proposing the regularization of casual and daily-rated workers, as well as provisions for social security and allowances for unemployed youth, are scheduled for discussion. Furthermore, a proposal aims to provide compassionate appointments to the next of kin of deceased government employees, security personnel, and civilians who have been affected by terrorism or enemy action.
The Legislative Assembly Secretariat has received a total of 72 Private Members’ Bills. While 33 are listed for consideration on March 30, the remaining bills are expected to be taken up on April 1, subject to the availability of time for debate.
