Jammu and Kashmir Assembly to Consider 33 Private Members’ Bills on Diverse Issues

SRINAGAR: The Jammu and Kashmir Legislative Assembly is scheduled to consider 33 Private Members’ Bills on Monday, addressing a broad spectrum of legislative areas including prohibition, regulation of medical practice, land reforms, youth welfare, and the protection of religious institutions.

According to details received by The Chenab Times, among the prominent proposals are six distinct bills advocating for a ban on the sale and consumption of liquor across the Union Territory. These proposals range from advocating complete prohibition throughout Jammu and Kashmir to suggesting region-specific restrictions, including in the Kashmir Valley and specific constituencies like Lal Chowk. One bill specifically aims to amend the existing Excise law to implement such prohibitions.

A significant legislative proposal seeks to prohibit private practice by government doctors. This move is intended to enhance the delivery of public healthcare services and ensure that medical professionals dedicate their full time to government institutions.

Land-related legislation also constitutes a key aspect of the Assembly’s agenda. One bill proposes the reinstatement of the Jammu and Kashmir Land Grants Act, 1960, with its provisions as they existed before the 2022 amendments. The objective is to protect the rights of current leaseholders and ensure that public land is utilized for local benefit. Another bill focuses on granting ownership rights to individuals who have occupied state land for extended periods, regularizing land used for tourism purposes, and promoting transparency in land ownership changes.

The Assembly is also slated to discuss a bill designed for the better management, safeguarding, and governance of Kashmiri Hindu shrines and religious sites within the Union Territory, reflecting concerns over the preservation of religious heritage.

Furthermore, two bills have been introduced to address food safety concerns. One proposes a ban on the import of frozen and chilled food items into Jammu and Kashmir to support the local industry and safeguard public health. The second bill calls for stringent actions against the sale of unhygienic, spoiled, or unsafe meat products.

Issues pertaining to employment and social welfare are also on the legislative calendar. Bills proposing the regularization of casual and daily-rated workers, alongside provisions for social security and financial assistance for unemployed youth, are listed for deliberation.

Another proposed legislation aims to provide compassionate appointments to the next of kin of deceased government employees, security personnel, and civilians who have been victims of terrorism or enemy actions.

The Legislative Assembly Secretariat has accepted a total of 72 Private Members’ Bills, with March 30 and April 1 designated for their consideration. While 33 bills are scheduled for discussion on Monday, the remaining bills are expected to be taken up on subsequent scheduled days, contingent upon the time available for debate.
