The Uttar Pradesh government is set to launch a comprehensive statewide campaign from May 1 to identify and enrol children from labour settlements, brick kilns, and underprivileged communities into schools. This initiative marks a significant push to ensure that no child in the state remains out of the formal education system.
Information was available with The Chenab Times that the administration is implementing the ‘School Chalo Abhiyan’ in a mission mode. This focused approach aims to address the educational needs of children who are currently outside the mainstream academic structure.
Extensive Outreach and Identification Measures
The campaign will involve detailed ground-level surveys conducted in every village, ward, and settlement to accurately identify children who are not enrolled in schools. Special attention will be given to children with disabilities, ensuring their inclusion in educational programs tailored to their needs. The government has also stressed the importance of achieving 100 per cent admission of eligible children under the Right to Education (RTE) Act in their allotted schools, a process that involves a lottery system to ensure fairness and transparency.
Parth Sarathi Sen Sharma, Additional Chief Secretary of Basic and Secondary Education, has issued directives to all district magistrates, emphasizing the paramount importance of enrolling every child between the ages of 6 and 14, irrespective of their socio-economic background. This directive underscores the government’s commitment to universal education.
Focus on Transition and Retention
A key objective of the ‘School Chalo Abhiyan’ is to ensure a seamless transition of students between educational stages. Instructions have been given to guarantee 100 per cent transition rates from Class 5 to Class 6, Class 8 to Class 9, and Class 10 to Class 11. This measure is designed to prevent dropouts and maintain continuity in students’ academic journeys, thereby fostering a stable learning environment.
Furthermore, the campaign aims to increase the enrollment of girls in Kasturba Gandhi Balika Vidyalayas, special residential schools for girls from disadvantaged backgrounds. This focus on girls’ education is a critical component of the state’s strategy to promote gender equity in education.
Awareness and Monitoring Mechanisms
To strengthen the campaign’s reach and effectiveness, the Uttar Pradesh government plans to bolster awareness drives across communities. The active participation of local administrations and continuous monitoring of the enrolment process will be crucial for its success. The strategy includes creating ground-level plans to identify dropouts and out-of-school children, followed by a concerted effort to reintegrate them into the education system. Officials are tasked with ensuring that these efforts translate into tangible outcomes, bringing more children into the fold of formal schooling.
