Jammu and Kashmir: Suspension of BDO Plangher Revoked in Rajouri

Jammu and Kashmir, May 2: The suspension of Mohd Hashim Hanief, the Block Development Officer (BDO) of Plangher in Rajouri district, has been revoked with immediate effect, according to an official order issued on Thursday. Hanief, who also served as the Assistant Electoral Registration Officer, had been placed under suspension on April 27, 2026, due to alleged unsatisfactory performance during the revision process of the Panchayat Electoral Roll for 2026.

The Chenab Times has learned that the decision to reinstate Hanief came after a review by the competent authority, which considered the explanation submitted by the officer. The order, issued by District Panchayat Election Officer Abhishek Sharma (IAS), stated that the matter was reviewed and the officer’s explanation was taken into consideration on sympathetic grounds.

The order further directed the BDO to resume his duties immediately. He has been instructed to ensure strict adherence to his responsibilities and to maintain diligence and accountability in all future election-related assignments. This development marks a significant turn for the officer after nearly a week of suspension.

The initial suspension order, numbered 01 of 2026 and dated April 27, 2026, had cited concerns over Hanief’s performance during the crucial electoral roll revision process. Such revisions are vital for ensuring accurate voter lists, which form the bedrock of democratic elections at the local level. The BDO’s role in this process involves overseeing the data collection, verification, and update activities within their administrative block.

The administrative machinery in the Union Territory of Jammu and Kashmir places considerable emphasis on the efficiency and accuracy of electoral processes. Block Development Officers are key functionaries in rural development and governance, often playing multifaceted roles that extend beyond their primary departmental duties, particularly during election periods. Their responsibilities can encompass logistical support, public outreach, and ensuring the smooth conduct of various administrative tasks.

The revocation of the suspension suggests that the authority was satisfied with the explanation provided by Hanief, deeming it sufficient to warrant his return to active duty. This leniency, as mentioned in the order, highlights the administrative practice of considering personal circumstances and explanations, particularly when official duties are concerned. The focus now shifts to ensuring that the electoral roll revision process, and other election-related tasks, proceed without further hindrance.

The District Panchayat Election Officer, Abhishek Sharma, who issued the revocation order, is an Indian Administrative Service (IAS) officer responsible for overseeing electoral processes at the district level. His role is critical in ensuring that all election-related activities are conducted in compliance with electoral laws and guidelines, maintaining fairness and transparency.

The incident underscores the importance of accountability in public service, especially in roles directly linked to democratic functions. While official performance is subject to scrutiny, the administrative process also allows for review and reconsideration based on submitted explanations, aiming for a balance between administrative exigency and fairness to individual officers.
