Kanpur Police Register Cheating Case Against Sirsa Businessman and Father Over Rs 70 Lakh Scrap Deal

Police in Kanpur, Uttar Pradesh, have registered a cheating case against a businessman from Sirsa and his father following a complaint by a scrap dealer alleging they defrauded him of approximately Rs 70 lakh in a purported factory scrap transaction.

Information was available with The Chenab Times that the case was lodged at the Naubasta police station after scrap trader Shailendra Kumar Awasthi of Hanspuram filed a complaint against Sameer Goyal and his father Anil Goyal, proprietors of Jagdambe Paper Mill on Begu Road in Sirsa.

According to Awasthi’s complaint, Sameer Goyal approached him stating that his paper mill in Sirsa had ceased operations and that he intended to sell the scrap from the entire facility. The scrap dealer alleged that Sameer Goyal, accompanied by his father Anil Goyal, visited his residence in November 2025 and received Rs 39.86 lakh in cash as an advance payment. Additionally, Awasthi claimed that a sum of Rs 30 lakh was transferred via bank channels.

A notarized agreement, reportedly executed in Sirsa on November 26, 2025, outlined the sale of the entire factory’s scrap for Rs 9.51 crore. The terms stipulated that the buyer was to pay Rs 2 crore upon taking possession and remove all materials within three months, before settling the remaining Rs 7.51 crore. The complaint stated that the accused repeatedly postponed the handover of possession and insisted on the Rs 2 crore payment being made entirely in cash. Awasthi expressed his willingness to pay Rs 1 crore in cash, aligning with his understanding of the deal.

Awasthi further alleged that on December 25, 2025, a new document was prepared and signed, after which he was informed that the sellers no longer wished to proceed with the transaction. While the Rs 30 lakh transferred through banking channels was allegedly refunded, the Rs 39.86 lakh paid in cash was reportedly not returned. The complainant claimed that an English-language agreement was presented, which purportedly included a clause for the forfeiture of the advance amount, a condition he stated he was unaware of. Awasthi accused the father and son of intentionally withholding his money.

In response to the allegations, Manmohan Goyal, Director of Jagdambe Paper Mill, dismissed the accusations as baseless, characterizing the matter as a civil dispute. He stated that the original agreement was made with a party based in Kanpur, but the deal could not materialize due to delayed payments and the buyer’s failure to complete the agreed-upon tasks within the stipulated timeframe. Goyal added that the company subsequently entered into an agreement with another entity and finalized the transaction. He indicated that the firm’s legal team would address the complaint through appropriate legal avenues.
