This inspection was prompted by recent grievances reported by individuals facing difficulties with the registration of deeds and various documents. These issues have been particularly noted in connection with the Punjab Government’s flagship ‘Easy Registry’ programme, aimed at streamlining property transactions.

Reviewing the ‘Easy Registry’ initiative, Aggarwal reiterated the importance of citizens utilizing the services offered directly at the sub-registrar’s office. He emphasized that property deeds can be prepared by the designated help desk staff for the official fee of Rs 550, a facility that aims to reduce unnecessary costs for the public.

The Deputy Commissioner instructed the employees responsible for the preparation of sale deeds to proactively inform the public about this facility. Aggarwal encouraged them to guide citizens to get their sale deeds prepared on-site, thereby circumventing the substantial fees often charged by private individuals and middlemen for document preparation.

Aggarwal also sought feedback from individuals present at the office for registration purposes, inquiring specifically about any harassment or difficulties they might have encountered. He highlighted that the Punjab Government, through its special initiatives, has worked to dismantle the influence of touts and middlemen, eliminating unnecessary monetary transactions and public inconvenience during property registrations.

The Deputy Commissioner further elaborated on the ‘Sarkar Tuhade Dwar’ (Government at Your Doorstep) initiative, under which citizens can avail Seva Kendra services from the comfort of their homes by calling helpline number 1076. This service has been particularly beneficial for rural families, senior citizens, working professionals, and individuals unable to travel.

Additional Deputy Commissioner Anuprita Johal and other senior officials accompanied the Deputy Commissioner during the inspection.

Citizens present at the Patiala sub-registrar office and Seva Kendra expressed their appreciation for Deputy Commissioner Himanshu Aggarwal’s proactive initiative. They noted that the ‘Easy Registry’ scheme has demonstrably improved transparency and significantly reduced the time taken for registrations.

Aggarwal concluded by stating that such surprise inspections will be a regular feature and will be extended to other government departments in due course to ensure accountability and efficient service delivery.
