The Ministry of Railways has granted its approval for the transfer and merger of Chennai’s Mass Rapid Transit System (MRTS) with the Chennai Metro Rail Limited (CMRL), marking a significant step towards integrating the city’s suburban mobility infrastructure. This long-awaited decision aims to streamline train operations and establish seamless intermodal connectivity across Chennai.
Ministry of Railways Gives Nod for MRTS-CMRL Merger
The formal communication of approval was issued by the Railway Board on July 31, 2025, following a detailed presentation made by Southern Railway recommending the proposal. The approval comes after extensive deliberations and signifies the final administrative stage for the merger. The Memorandum of Understanding (MoU) for this integration has been forwarded to the Railway Board for clearance. Once approved, the Tamil Nadu government and Southern Railway are expected to sign the agreement, paving the way for a phased integration of the MRTS into the CMRL network.
The merger, initiated by a proposal from the Tamil Nadu government in January 2011, has been in discussion for over a decade. Southern Railway had previously given its in-principle approval for the takeover in July 2025, with the draft MoU subsequently prepared. This move is anticipated to address long-standing issues of underutilization of the MRTS and enhance its role within Chennai’s public transport network.
Integration and Modernization Plans
Under the proposed arrangement, CMRL will gradually take over the operations of the MRTS. Southern Railway will provide support for maintenance during a two-year transition period. The Tamil Nadu government is also expected to reclaim substantial land parcels associated with the MRTS corridor as part of the agreement. The estimated investment for the modernization and redevelopment of the MRTS, including station upgrades and new rolling stock, is expected to be around ₹4,000–4,200 crore. This investment will also cover unified ticketing systems and improved passenger facilities, bringing the MRTS infrastructure up to par with Chennai Metro standards.
The integration is expected to facilitate easier transfers between Metro and MRTS services, implement a unified fare structure, and introduce modern air-conditioned coaches. Improved station accessibility and amenities are also key components of the modernization plan. The full transition is anticipated to be completed between 2027 and 2028, creating a more efficient and comfortable mass rapid transit system for the city.
Background of the Merger
The Chennai Mass Rapid Transit System, which began operations in 1995, was the first elevated railway line in India. It currently operates between Chennai Beach and St. Thomas Mount, covering a distance of approximately 23.98 km with 21 stations. The system is integrated with the wider Chennai suburban railway network. However, with the implementation and expansion of the Chennai Metro Rail starting in 2015, further expansion of the MRTS system was put on hold in 2017, leading to the plans for its takeover by CMRL.
Consumer activists and commuters have largely welcomed the merger, expressing optimism that it will lead to improved operational efficiency and a better commuting experience. The MRTS network, comprising 20 stations from Chennai Beach to St. Thomas Mount, will be integrated with the city’s broader public transport system to facilitate improved connectivity and seamless multimodal travel. The process for handing over and taking over is being coordinated by the Chennai Unified Metropolitan Transport Authority (CUMTA).
