The Himachal Pradesh government has officially announced the impending retirement of eight Indian Administrative Service (IAS) officers who are scheduled to attain the age of superannuation in the year 2027.
Information was available with The Chenab Times indicating that the notification concerning these retirements was issued following the directives of the Governor. Among the eight officers, only one, Onkar Chand Sharma, is a direct-recruit IAS officer. The remaining seven officers have been promoted to the IAS cadre from the Himachal Administrative Service (HAS).
Onkar Chand Sharma, who belongs to the 1994 batch of IAS officers, currently holds the position of Additional Chief Secretary for Tribal Development and Transport. He is slated to retire on February 28, 2027.
Two other officers, Chander Prakash Verma and Pankaj Rai, both belonging to the 2010 and 2014 batches respectively, will also retire in 2027. Chander Prakash Verma, serving as Secretary for Social Justice and Empowerment, will retire on September 30, 2027. Pankaj Rai, currently the Deputy Director (Administration) at the Post Graduate Institute of Medical Education and Research (PGIMER) in Chandigarh, will also retire on the same date, September 30, 2027.
Harbans Singh Brascon, who holds the position of Special Secretary for Public Works Department (PWD), State Administrative Department (SAD), General Administration Department (GAD), Social Welfare Department (SWD), and Parliamentary Affairs, is scheduled to retire on October 31, 2027. Concurrently, Dalip Kumar Negi, Special Secretary for State Taxes and Excise and Home departments, will also retire on February 28, 2027.
Further details indicate that Dr. Pankaj Lalit, Director of Women and Child Development, will reach retirement on January 31, 2027. Satish Kumar Sharma, Director of the Revenue Training Institute in Jogindernagar, is set to retire on August 31, 2027. Ashish Kumar Kohli, Director of the Directorate of School Education, will complete his service on October 31, 2027.
These upcoming retirements come at a time when the state’s cadre strength for IAS officers is noted at 153. Recently, Chief Minister Sukhvinder Singh Sukhu had articulated the state government’s inclination towards reducing the allocated number of IAS, IPS, and IFS officers for Himachal Pradesh. The Chief Minister had stated that the state government intends to formally request a reduction of 23 IAS officers from the central pool. Currently, out of the total cadre strength of 153 IAS officers for Himachal Pradesh, 25 officers are serving on central deputation.
The Himachal Pradesh government’s notification details the retirement timelines for officers across various departments, underscoring the routine administrative processes within the state’s civil services. The retirements are spread across different months of 2027, affecting key administrative and departmental roles.
The Himachal Administrative Service (HAS) forms a significant recruitment channel for the IAS in the state, with seven out of the eight retiring officers having entered the service through this route before their induction into the national cadre. This reflects a common pattern in cadre management within Indian states, where state services officers are often considered for promotion to the IAS based on seniority and performance.
The cadre strength of IAS officers in Himachal Pradesh is mandated to ensure adequate administrative capacity for the state’s governance. However, the Chief Minister’s recent statement regarding a potential reduction in the number of allotted IAS officers suggests a re-evaluation of the state’s administrative needs in light of current requirements and staffing levels. The proposal to reduce the cadre strength by 23 IAS officers, if accepted by the Union government, would necessitate a recalculation of staffing requirements and potential implications for administrative functions.
The presence of 25 officers on central deputation also impacts the operational strength of the IAS cadre within Himachal Pradesh. Officers deputed to the Centre often handle significant national-level responsibilities, and their absence from the state cadre for extended periods is a standard aspect of career progression and service allocation within the IAS framework.
The government’s action of issuing this notification is a procedural step to ensure smooth transitions in administrative leadership and to plan for future staffing requirements. The retirements of experienced officers will create vacancies that will need to be filled through regular recruitment processes and promotions, maintaining the continuity of governance in the state.
The specific roles held by the retiring officers, ranging from Additional Chief Secretary to departmental directors and special secretaries, indicate that their departure will impact various facets of the state’s administrative machinery. The effective management of these transitions is crucial for the efficient functioning of government departments and the delivery of public services across Himachal Pradesh.
