A Storm Surge Warning is in effect for the same stretch of coastline, signifying a danger of life-threatening inundation from rising water moving inland. Tropical Storm Warnings are also active for coastal areas of Southeast Texas and southwestern Louisiana.

Forecasters at the NHC noted that the storm’s small core could lead to rapid changes in intensity, making its exact strength before landfall difficult to predict. However, models suggest it could reach near-hurricane strength, with sustained winds approaching 74 mph, before it makes landfall, likely between the Texas and Louisiana border.

Expected Impacts: Rainfall, Storm Surge, and Wind

The primary threats associated with Tropical Storm Edouard are expected to be heavy rainfall and storm surge. Forecasters anticipate 3 to 6 inches of rain across Southeast Texas and parts of Louisiana, with isolated areas potentially receiving 6 to 9 inches. This rainfall could lead to flash flooding, particularly in low-lying and urban areas, and river flooding is also a possibility.

A storm surge of 1 to 3 feet is expected along the coast from San Luis Pass to High Island, Texas, with 3 to 5 feet possible from High Island eastward to the Louisiana coast within the Storm Surge Warning area. This rise in water could inundate normally dry coastal areas and poses a significant threat to coastal communities.

Wind gusts are also expected to be a factor, with tropical storm-force winds anticipated along the immediate coast. While widespread power outages are not expected for larger metropolitan areas like Houston, areas closer to the coast could experience gusts up to 40-50 mph, and potentially higher near the center of the storm at landfall.

Forecast Track and Timing

Tropical Storm Edouard is expected to make landfall by Tuesday afternoon. The storm’s center is forecast to move inland over Southeast Texas. After landfall, Edouard is expected to continue moving northwest, gradually weakening as it moves over land. Rain is anticipated to begin along the coast by Tuesday morning, reaching Houston by midday, and continuing through Tuesday evening’s commute.

While the Houston metropolitan area may avoid the most severe conditions, the risk of localized flooding remains elevated, especially in areas east of Interstate 45. Residents in affected areas are advised to stay informed about the latest forecasts and heed any evacuation orders or instructions from local officials.
