NEW DELHI: The Ministry of Home Affairs (MHA) has scheduled a significant sub-committee meeting with representatives from Ladakh for September 9 in the national capital. The meeting is a part of ongoing dialogues aimed at resolving political and governance challenges within the Union Territory.
Information was available with The Chenab Times indicating that the MHA has formally requested the Chief Secretary of Ladakh to inform the members of the sub-committee about the meeting date and to secure their confirmation. The communique emphasizes the importance of establishing a formal, customized democratic structure for Ladakh.
The discussions are expected to address critical demands from Ladakhi representatives concerning legislative, executive, and financial autonomy, as well as constitutional safeguards for the region. This initiative follows concerted efforts between central government officials and joint delegations representing the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA).
Recently, both the LAB and KDA submitted a joint memorandum to Ladakh administration officials. This memorandum detailed their primary expectations, which include the establishment of an empowered, UT-level elected body. It also called for the unconditional withdrawal of all cases against individuals affected by an incident on September 24, and for dignified and adequate compensation to be provided to the victims and their families.
The Leh Apex Body, formed in October 2020, advocates for the protection of Ladakh’s land, employment, culture, and environment. It primarily comprises representatives from the Ladakh Buddhist Association and the Ladakh Christian Association, and has been vocal in its demands since Ladakh was granted Union Territory status in August 2019.
Similarly, the Kargil Democratic Alliance was formed in 2020 and represents various political, social, and religious organizations from the Kargil district. The alliance has also been actively pursuing demands for greater autonomy and constitutional protections for the region. Their joint efforts with the Leh Apex Body underscore a unified push for enhanced self-governance and rights.
The MHA’s engagement through this sub-committee is seen as a crucial step towards addressing the specific aspirations and concerns articulated by the people of Ladakh. The inclusion of legislative and executive powers, alongside financial autonomy, signals a potentially comprehensive approach to governance reform in the region.
The administrative structure of Ladakh has been a focal point since its formation as a Union Territory. Prior to this, Ladakh was part of the erstwhile state of Jammu and Kashmir. The move to create a separate Union Territory for Ladakh aimed to provide greater administrative focus and development opportunities for the region.
The upcoming meeting is anticipated to pave the way for concrete steps in deepening democratic processes and ensuring effective governance that aligns with the expectations of the Ladakhi populace.
