Cyprus is undertaking significant upgrades to its key military installations, with substantial financial and technical support from the United States. These enhancements are aimed at solidifying the island nation’s position as a crucial safe haven and humanitarian aid hub in the volatile eastern Mediterranean region. The initiatives focus on expanding capabilities at the Evangelos Florakis naval base and the Andreas Papandreou air base, preparing them for large-scale operations in response to regional crises and humanitarian emergencies.
The Evangelos Florakis naval base, strategically located approximately 142 miles (229 kilometers) from Lebanon’s coast, is set to receive a new heliport funded by the U.S. European Command. This facility will be equipped to accommodate large transport helicopters, such as Chinooks, enabling the swift airlifting of evacuees from conflict zones. Concurrently, the Andreas Papandreou air base in the island’s southwest will be expanded to include a new apron. This expansion will allow for the quicker refueling and maintenance of heavy-lift military transport aircraft involved in regional humanitarian missions, according to Lieutenant Colonel Paris Samoutis, a spokesperson for Cyprus’ National Guard.
The United States is financing these projects as part of a broader program to bolster Cyprus’s capacity to manage large-scale humanitarian crises. While specific funding amounts for each project are still under assessment, initial reports indicate that the U.S. has allocated 500,000 euros ($588,000) for a development plan to determine the full cost of the air base’s expansion. These upgrades are expected to commence in the coming year, with the facilities remaining under Cypriot operational control upon completion.
The enhanced military infrastructure is intended to support non-combatant evacuation operations, regional crisis response, and other U.S. activities that align with Cyprus’s national plans, including its “Estia” program. This strategic investment signifies a deepening of the defense cooperation between Cyprus and the United States, which has seen a notable acceleration in recent years. The strengthened relationship was formalized through a bilateral defense cooperation roadmap signed in September 2024, establishing a framework for joint projects, training, and information exchange.
Cyprus has increasingly aligned itself with Western partners, a strategic shift that has opened doors for enhanced military collaboration. This pivot away from its historical non-aligned posture has been facilitated by the lifting of a decades-old U.S. arms embargo on Cyprus in 2020. The U.S. has expressed interest in utilizing both the Paphos air base and the Mari naval base for regional operations. Beyond infrastructure upgrades, the U.S. is also providing Cyprus with expanded access to elite military academies, including West Point, the Naval Academy at Annapolis, and the Air Force Academy, a significant increase from previous years.

The island served as a safe haven for American civilians evacuated from Sudan and Israel, and it has played a critical role in establishing a maritime corridor to Gaza for humanitarian aid. This growing partnership also extends to areas such as law enforcement, civil protection, and countering asymmetric threats.
The cooperation extends beyond defense, encompassing areas like law enforcement and civil protection. The U.S. has established an FBI liaison team in Cyprus to bolster efforts in enforcing Russia sanctions and combating financial crimes. Furthermore, following support during wildfire incidents, collaborations on best practices in aerial firefighting and joint civil-military operations have been initiated with U.S. entities such as the New Jersey National Guard.
These developments represent a significant evolution in the Cyprus-U.S. defense relationship, moving from aspirational discussions to concrete actions. The upgrades to the military bases are part of a larger strategy to enhance Cyprus’s capabilities and its role as a stable partner in a critical geopolitical region. The ongoing cooperation aims to bolster regional security, facilitate humanitarian aid, and strengthen the strategic presence of the United States and its allies in the eastern Mediterranean.
