Himachal Pradesh Unveils ‘She Travel Policy’ to Boost Solo Women Tourism from Delhi-NCR

Himachal Pradesh is strategically positioning itself to become a premier destination for solo women travelers, particularly targeting the lucrative Delhi-NCR market. The state’s recently launched ‘She Travel Policy 2026’ aims to transform its tourism landscape from a family-centric model to one that actively courts independent female explorers and professionals.

Information was available with The Chenab Times indicating that Himachal Pradesh currently welcomes approximately 16 million tourists annually, with women solo travelers constituting a significant 18 percent of this figure. State data further highlights that a substantial 80 percent of these solo female visitors originate from the Delhi-NCR region, encompassing areas like Gurugram, Noida, and Faridabad. While the Manali circuit remains a favored locale for this demographic, Himachal faces considerable competition, with Kerala often cited as the nation’s top choice for solo female travelers.

To bolster its appeal and address this competitive landscape, the Himachal Pradesh government is actively promoting the revival of the “Work from Hills” concept. This initiative is designed to cater to the corporate workforce in the NCR, facilitating the development of “workation” infrastructure that combines the tranquility of the mountains with the high-speed connectivity demanded by professionals in tech hubs like Noida and Gurugram. An official from the Himachal Tourism department stated that the state economy experienced significant benefits from the “work from hills” trend during the pandemic and that the government aims to rekindle this growth. The official emphasized that the majority of women travelers hail from Delhi NCR, with Gurugram being a primary target, and expressed the ambition for corporates to extend their stays this summer to inject economic vitality into all regions of the state. A special policy has been launched to support this objective, complemented by a focused publicity campaign.

Chief Minister Sukhvinder Singh Sukhu has underscored the administration’s dedication to fostering a more inclusive and self-reliant tourism sector for women. He articulated that the government has initiated a significant step to empower women not merely as tourists but as integral stakeholders in the state’s tourism economy. Under the ‘HP Women’s Tourism Fund,’ grants of up to ₹3 lakh are being provided to women entrepreneurs to establish tourism-related ventures. The Chief Minister expressed confidence that this measure will enable women to forge their own identities and achieve genuine self-reliance. He added that through the ‘She Travels’ initiative and the new solo travel protocols, the aim is to solidify Himachal Pradesh’s standing as the safest and most welcoming destination for women across India.

The ‘She Travel Policy’: A Framework for Safety and Empowerment

The ‘She Travel Policy’ is structured as a multifaceted framework designed to specifically address the safety and comfort requirements of solo female travelers. Key components of this policy are set to enhance the travel experience and security for this demographic.

SheStays & SheGuards

Under the policy, over 2,000 “SheStays” accommodations will be registered and certified. These establishments will undergo rigorous audits to ensure they meet stringent women’s safety standards. Furthermore, to provide immediate on-ground assistance and support, approximately 500 trained female “SheGuard” marshals are slated for deployment at major tourist destinations by 2027. These marshals are intended to offer guidance and security to solo female travelers.

Safety Infrastructure Enhancements

A significant measure included in the policy is the implementation of a mandatory annual gender audit of all tourism infrastructure, a pioneering step in India. This audit will inform improvements to safety features, such as enhanced lighting along trekking trails, the installation of CCTV cameras in key market areas, and the provision of panic buttons within all registered accommodations. These measures are aimed at creating a more secure environment for women travelers.

Digital Integration with ‘SheShield’

The launch of the ‘SheShield’ mobile application is another critical element of the policy. This app will feature a one-touch SOS function that is directly linked to the Himachal Pradesh Police and a network of verified community escorts. This digital tool is designed to provide rapid assistance in emergency situations, ensuring that solo travelers have a reliable channel for help.

Employment and Skill Development Push

In addition to enhancing safety, the policy also focuses on economic empowerment and local employment. It aims to train 5,000 local women by 2028 to become skilled trekking guides, tour leaders, and homestay operators. This initiative is expected to increase the presence of women in frontline tourism roles, ensuring that solo travelers are often assisted and guided by female professionals, thereby fostering a greater sense of comfort and security.
