The University of Cumbria is spearheading an international initiative to enhance disaster preparedness and resilience in the vulnerable mountain communities of the Indian Himalayas. This collaborative effort, funded in part by the British Council India, has led to the development of the “Apada Sahayak” (Disaster Assistant) mobile application, which has been piloted in the Kullu District of Himachal Pradesh.
The “Apada Sahayak” app is designed as a citizen-led disaster risk reduction platform, aiming to bridge the gap between local communities and government agencies. It equips residents, administrators, and policymakers with timely information crucial for disaster preparedness, response, and recovery. The application provides practical digital tools that allow citizens to report hazard events, access emergency assistance, and view vital preparedness information. It is available in both English and Hindi, specifically catering to the needs of rural mountain communities, including those with limited internet connectivity.
The initiative is a product of the HiFlo-App research project, a collaboration involving several UK and Indian organizations. Leading the project are the University of Cumbria and the University of Gloucestershire. Key partners include the University of Delhi, the Govind Ballabh Pant National Institute of Himalayan Environment (GBP-NIHE), Caritas India, Climate B Ventures Pvt Ltd, and the IUCN Commission on Ecosystem Management.
Dr. Richard Johnson, Principal Investigator for the HiFlo-App project at the University of Cumbria, highlighted the app’s significance: “Through Apada Sahayak, we are putting practical digital tools for disaster preparedness and response directly into the hands of Himalayan communities, helping citizens, local authorities, and researchers work together to reduce risk and build resilience.” The app offers features such as community hazard event reporting, real-time push notifications, interactive mapping tools, and direct access to emergency support through government phone and SMS services. It also includes a searchable directory of local contacts and recommendations for complementary government apps and educational materials.
The “Apada Sahayak” app builds upon extensive research and collaboration in the region. The University of Cumbria has been involved in projects focused on Himalayan disaster resilience for several years. In October 2025, seven students from the University of Cumbria contributed to an international collaboration aimed at strengthening resilience to flood hazards in the Indian Himalayas, working alongside researchers from GBP-NIHE. This work has also led to the creation of the HiFlo-DAT (Himalayan Flood Database), a tool designed to analyze historical flood records to identify patterns, causes, and impacts in the region.
The Govind Ballabh Pant National Institute of Himalayan Environment, a key partner in these initiatives, is an autonomous institute under the Ministry of Environment, Forest & Climate Change, Government of India. Established in 1988, its mandate includes advancing scientific knowledge about the Indian Himalayan Region and developing integrated management strategies for conservation and sustainable development. The institute has regional centers, including one in Mohal-Kullu, Himachal Pradesh, placing it in close proximity to the project’s operational area.
The broader HiFlo-App research project aims to foster long-term academic collaboration between the UK and India, supporting sustainable development across Himalayan communities. The project also involves training programs, workshops, and participatory community engagement activities to ensure the sustained use of the platform and enhance local disaster resilience.
This collaborative effort underscores the vital role of academic institutions in addressing global environmental and humanitarian challenges. By combining geospatial analysis, climate science, and community knowledge, the project seeks to develop robust and sustainable resilience planning for regions highly susceptible to natural hazards.
