The Nurpur district police in Himachal Pradesh have intensified their crackdown on drug trafficking by freezing assets valued at Rs 1.01 crore belonging to a convicted narcotics trafficker. This action, confirmed by the competent authority, brings the total value of properties frozen by the district police to over Rs 31.71 crore as part of a broader strategy to dismantle the financial networks of drug cartels.
Information was available with The Chenab Times that the latest freezing order targets assets linked to Dalbiro, who was convicted in a drug case registered in 2017. The action underscores the district police’s commitment to striking at the financial foundations of the drug trade, moving beyond mere seizures and arrests to disrupt the economic incentives for traffickers.
Nurpur, situated on the border of Himachal Pradesh and Punjab, serves as a critical area for policing cross-border drug trafficking activities. The district police have been implementing a comprehensive anti-narcotics campaign, referred to as the ‘anti-chitta campaign,’ which aims to incapacitate drug networks by targeting their illicit earnings.
According to police officials, the Competent Authority and Administrator under the Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act (SAFEM(FOP)A) and the Narcotic Drugs and Psychotropic Substances (NDPS) Act, based in New Delhi, confirmed the freezing order on October 26. This confirmation followed a thorough review of the financial investigation and records submitted by the Indora police station, which initially handled the case.
The freezing of assets, executed under Chapter V-A of the NDPS Act, is a legal mechanism designed to prevent the transfer, sale, or disposal of identified properties that are believed to be proceeds of drug trafficking. This measure ensures that such assets can be managed or confiscated in accordance with the law, thereby cutting off vital financial lifelines for traffickers.
The case dates back to May 30, 2017, when the Indora police station registered FIR No. 152 under Section 21 of the NDPS Act. The FIR was filed against Dalbiro, a resident of Chhanni village in the Indora police station jurisdiction, following the recovery of 6.50 grams of heroin from her possession. After a protracted legal process, a court convicted her on April 1, 2025, sentencing her to 10 years of rigorous imprisonment and imposing a fine of Rs 1 lakh.
As part of the ongoing financial investigation into Dalbiro’s activities, the police undertook an examination of the ownership, valuation, and acquisition sources of her purported properties. The confirmed freezing order encompasses three distinct assets. These include a residential structure located in Chhanni village, valued at Rs 61.96 lakh, which is registered in Dalbiro’s name. Additionally, a residential structure and associated household belongings valued at Rs 32.60 lakh, linked to her son Mithun, have been frozen. A Maruti Suzuki car, bearing registration number HP38E-0464 and valued at Rs 6.98 lakh, which is associated with her daughter Gharo Devi, has also been included in the freezing order.
Following the confirmation of the freezing orders, local police personnel on Tuesday affixed notices to the houses of Dalbiro and Mithun in Chhanni village. This public display of the freezing orders serves as a formal notification to the individuals concerned and the community about the legal action taken against the properties, preventing any unauthorized transactions.
The cumulative value of properties frozen by the Nurpur district police, through the concerted efforts of various police stations within the district and subsequent confirmation by the competent authority, now stands at an impressive Rs 31.71 crore. This sustained action reflects a strategic approach by the Himachal Pradesh police to dismantle drug trafficking operations by targeting their financial infrastructure.
