SRINAGAR: The Jammu and Kashmir government announced on Monday that over 10,600 government positions have been advertised by key recruitment agencies across the Union Territory in the past three years. Selections for many of these posts are currently in progress, with the administration citing ongoing litigation, complexities surrounding eligibility criteria, and administrative procedures as reasons for delays in some recruitments.
According to details received by The Chenab Times, the Jammu and Kashmir Public Service Commission (JKPSC) issued 21 recruitment notifications in 2023 and seven in 2024. The government stated that selections for these posts are largely proceeding according to the established schedules. For the fiscal year 2024-25, 1,437 posts have been referred for recruitment, and these are currently under process, with completion anticipated by 2026.
Currently, the JKPSC has 1,655 posts under active consideration. Of these, 218 posts, referred for recruitment in 2023 and prior, remain pending due to various factors. These include ongoing court cases, the need for clarification from concerned departments regarding eligibility conditions, and issues related to the finalization of examination syllabi.
The government asserted that, on average, selections are finalized within two years of receiving the initial requisitions from departments. This timeframe, it was noted, is considered reasonably efficient.
Regarding the Jammu and Kashmir Services Selection Board (JKSSB), the administration reported that 10,642 posts were advertised over the last three years. Selections have been concluded for 4,294 of these posts. An additional 1,163 posts are currently subject to live advertisements, while provisional selection lists have been published for 811 posts.
Further breakdown from the JKSSB indicates that 4,307 posts are presently at the examination stage, and 49 posts have reached the final selection stage. A small number of 18 posts have either been withdrawn by the departments or returned for review.
The government highlighted progress in the recruitment for significant categories. This includes 3,980 constable positions within the Home Department out of a total of 4,002 advertised in 2024. Only 22 posts for constable (photographer) are awaiting finalization.
Recruitment for 669 sub-inspector posts, which had been previously delayed due to a court case, is now set to proceed. The examination for these positions is scheduled for June 2026. Similarly, examinations for 600 Finance Accounts Assistant posts are also slated for June 2026.
However, the recruitment process for 75 Naib Tehsildar posts has been stalled due to ongoing litigation and status quo orders issued by the Central Administrative Tribunal. In the Higher Education and Skill Development departments, two notifications involving 141 posts from 2023 are pending due to issues concerning the equivalence of qualifications.
Addressing accountability, the government stated that no disciplinary actions have been initiated against officials concerning these recruitment delays. It maintained that the delays are largely procedural, stemming from the imperative to ensure transparency, conduct thorough document verification, and adhere to legal compliance requirements.
The administration also detailed several measures being implemented to expedite the recruitment process. These include the rationalization of examination schedules, the adoption of technology-driven systems for greater efficiency, strengthening the available manpower within recruitment agencies, and closely monitoring the timelines for all ongoing recruitments to ensure faster and more effective selection procedures in the future.
