Baramulla: Property of Hizbul Mujahideen Operative Attached in Jammu and Kashmir

SRINAGAR: Authorities in Jammu and Kashmir’s Baramulla district have attached immovable property belonging to a proclaimed offender linked to the Hizbul Mujahideen terror outfit. The action is part of ongoing efforts to dismantle the terror ecosystem in the region.

The Chenab Times has learned that Sopore Police, in coordination with the Revenue Department, carried out the attachment proceedings against Ghulam Mohammad Bhat, also known as Hyder. Bhat, a resident of Rohama Rafiabad in north Kashmir’s Baramulla district, is involved in a case registered at Panzalla Police Station under the E&IMCO Act.

According to police, investigations indicate that Bhat illegally crossed into Pakistan-occupied Kashmir to receive training in arms and ammunition. He is understood to be actively coordinating with the Hizbul Mujahideen terror network from Pakistan. The attachment was executed in compliance with court orders declaring Bhat a ‘Proclaimed Offender’ under Section 88 of the Criminal Procedure Code.

The attached properties include land measuring six marlas at Daengrut Rohama and ten marlas at Reshinar Rohama, collectively valued at several lakh rupees. These properties were identified and verified through revenue records and local inquiries. Bhat had been evading legal proceedings for an extended period, prompting the court’s declaration and subsequent attachment of his assets.

The operation highlights the sustained efforts by law enforcement agencies in Jammu and Kashmir to curb militancy-related activities and disrupt the financial channels supporting such elements. The administration has been increasingly focused on attaching properties linked to individuals involved in anti-national activities and militancy to choke their support base.

This action follows a broader strategy by security forces and civil administration in the Union Territory to target the financial infrastructure of militant organizations. Such measures aim to weaken the operational capabilities of these groups by confiscating assets acquired through illegal means or used to facilitate militant activities.

The process of declaring an individual a proclaimed offender and attaching their property involves a legal procedure, including court orders and verification of ownership and value. The involvement of the Revenue Department ensures that the attachment is carried out in accordance with land revenue laws and regulations.

The attachment of property is a significant step in the legal framework aimed at penalizing individuals involved in terrorism and organized crime.
