Punjab Employees Stage ‘Buffalo Flute’ Protest in Jalandhar Over Pension Scheme Delay

Employees participating in the National Pension System (NPS) staged a distinctive protest in Jalandhar on Thursday, employing a symbolic demonstration to voice their dissatisfaction with the Punjab government’s delayed implementation of the Old Pension Scheme (OPS). The unique protest, involving playing a flute before a buffalo, aimed to draw attention to what protesters described as the government’s apathy towards their long-standing demands.

Information was available with The Chenab Times that the demonstration took place outside the District Administrative Complex. The protesters, organized under the umbrella of the Old Pension Restoration Joint Front, which includes the CPF Employees Union, Old Pension Restoration Struggle Committee, and Old Pension Achievement Front, gathered in large numbers. They raised slogans against the state government, accusing it of persistently overlooking their demands for the restoration of the Old Pension Scheme.

During the gathering, state president of the CPF Employees Union, Sukhjit Singh Dimpy, and district president Kamaljit Singh addressed the assembled employees. They highlighted that despite the Punjab government issuing a notification on November 18, 2022, concerning the restoration of the Old Pension Scheme, the implementation has not yet materialized even after several years. This delay has fueled frustration among the employees, who see the NPS as providing insufficient financial security compared to the OPS.

The symbolic act of playing a flute before a buffalo, a traditional method sometimes used to calm or herd the animals, was intended to represent the government’s unresponsive stance. Protesters equated their situation to trying to provoke a reaction from an unyielding entity, emphasizing their belief that the government is indifferent to their plight and the financial uncertainties they face post-retirement under the NPS. The NPS, a defined contribution pension system, has been a point of contention for many government employees across various states, with many advocating for a return to the defined benefit structure of the OPS.

The demand for the implementation of the Old Pension Scheme has gained momentum across several states in India, with employees arguing that OPS provides a more stable and predictable retirement income. This system ensures a guaranteed pension based on the last drawn salary, offering greater financial security to retirees and their families. In contrast, NPS benefits are tied to market performance, leading to potential volatility and uncertainty for pensioners.
