India’s NSO Releases Guidelines for District Domestic Product Estimates

NEW DELHI: The National Statistics Office (NSO), under the Ministry of Statistics & Programme Implementation (MoSPI), has released comprehensive guidelines for the compilation of District Domestic Product (DDP) estimates. This initiative aims to establish a uniform framework across all states and union territories, ensuring consistency and comparability in sub-state level economic data with the revised base year of 2022-23.

The Chenab Times has learned that the finalized guidelines follow a period of consultation with various stakeholders, including state governments, academic institutions, and researchers. The document details the concepts, data sources, estimation procedures, and methodologies for calculating Gross District Domestic Product (GDDP), Net District Domestic Product (NDDP), and Per Capita Income at the district level.

The primary focus of the new guidelines is to promote a bottom-up approach for DDP estimation wherever district-level data is sufficiently available. For sectors lacking granular district information, the NSO recommends employing top-down methods and appropriate allocation indicators to derive consistent district-level estimates.

Currently, 26 states and union territories are engaged in compiling DDP estimates. The MoSPI is actively working to encourage all remaining states and UTs to adopt these standardized practices. The implementation of these guidelines is expected to strengthen the institutional framework for generating district-level economic statistics and facilitate a harmonization of estimation processes nationwide.

The availability of reliable and comparable DDP estimates is seen as crucial for supporting decentralized planning, formulating evidence-based policies, conducting regional development analyses, and enabling informed decision-making at the district level. The guidelines are also intended to assist states and UTs in enhancing their data systems and statistical capabilities for producing robust district-level economic assessments.

The NSO had initially published draft guidelines on its official website on April 7, 2026, inviting feedback from stakeholders. The subsequent review and incorporation of suggestions have led to the release of the finalized document, which is now available on the MoSPI website. This move by the NSO is a significant step towards improving the quality and comparability of economic data at the sub-national level, which is essential for effective governance and development initiatives across India.

The NSO, a nodal agency for statistical activities in the country, plays a vital role in collecting, compiling, and disseminating a wide range of socio-economic statistics.
