SANTIAGO, Chile – The Chilean Institute for Disaster Resilience, known as Itrend, is at the forefront of bolstering Chile’s ability to confront and mitigate the impacts of natural disasters. As a public technological institute mandated by the Chilean state and funded by CORFO, Itrend aims to foster resilient development by integrating scientific advancements, technological tools, and collaborative efforts across government, industry, academia, and civil society. Its mission is to create public goods and services that enhance national resilience using digital technologies, thereby reducing the economic, social, and environmental consequences of disasters.
The Chenab Times has learned that Itrend operates with a multidisciplinary team composed of highly skilled professionals in natural sciences, engineering, mathematics, information technology, and social sciences. This diverse expertise allows the institute to address the complex systemic challenges posed by natural hazards in Chile holistically. Beyond providing direct responses, Itrend acts as a facilitator, promoting connections and supporting the development of systemic solutions by third parties.
A Proactive Approach to Disaster Risk
Chile, situated in the seismically active “Ring of Fire,” faces a significant array of natural hazards, including earthquakes, volcanic activity, tsunamis, and increasingly, those related to climate change. Recognizing this vulnerability, the Chilean government has been actively enhancing its disaster risk management strategies. A significant step in this direction was the replacement of the National Emergency Office of the Ministry of the Interior and Public Safety (ONEMI) with the National Disaster Prevention and Response Agency (SENAPRED) in 2021. This transition shifted the national focus from recovery and reconstruction towards prevention.
Itrend’s work aligns with this proactive stance, seeking to be pioneers in finding solutions, analyzing data, creating technological tools, and establishing monitoring systems. The institute places a strong emphasis on educating civil society and raising awareness about socio-natural disaster risks, believing these are fundamental methods for making Chile a more resilient country. This approach is crucial for a nation that, between 2000 and 2019, experienced damage to infrastructure accounting for 53 percent of all economic losses from disasters in the Latin American and Caribbean region.
Leveraging Technology and Collaboration
At the core of Itrend’s strategy is the integration of science, technology, and knowledge to reduce the impact of disasters. The institute develops data and digital products, strategic reports, and studies, while also focusing on education and fostering a culture of resilience. Projects undertaken by Itrend include the development of tools for managing wildfires, creating educational programs on disaster preparedness, and producing research on the resilience of critical infrastructure and economic sectors.
Collaboration is a cornerstone of Itrend’s operational model. The institute actively works with governmental agencies, research institutions, industry partners, and civil society organizations. This collaborative ecosystem aims to identify and address specific needs, share knowledge, and develop innovative solutions. Itrend’s governance structure includes a Civil Society Council and a Council of Public Bodies, ensuring that the institute’s work is aligned with the needs and priorities of both the state and the wider community.
Chile’s Commitment to Resilience
Chile’s commitment to disaster resilience is further underscored by its policy initiatives. The country’s 2022 Law on Climate Change mandates authorities to reduce greenhouse gas emissions and promote climate change adaptation. New infrastructure projects are now required to undergo disaster risk analysis, and policies are being updated to enhance infrastructure resilience. These efforts align with international frameworks for disaster risk reduction and aim to position Chile to better tackle current and emerging hazards.
The Chilean government has also invested significantly in earthquake mitigation strategies, including robust building codes, early detection technologies, and public awareness campaigns. While significant progress has been made, the country continues to refine its disaster risk management approaches, striving for greater standardization and ensuring adequate funding at all levels of governance. Itrend plays a pivotal role in this continuous improvement, acting as a hub for innovation and a catalyst for collaborative action in building a more resilient future for Chile.
