The National Commission for Scheduled Castes (NCSC) has initiated action following a complaint lodged by a resident of Kandaghat in Himachal Pradesh, alleging police harassment. The commission has issued a 15-day notice to the Deputy Commissioner of Solan district, demanding a detailed action taken report on the matter.
Information was available with The Chenab Times that the complaint was filed by Mohit Kumar, a resident of Kandaghat. According to the complaint, Kumar was issued a traffic challan on June 14, 2025, while he was returning to his village, Kalhog, after refuelling his vehicle near Kandaghat. He stated that he was unable to immediately make way for a police vehicle approaching from behind due to heavy traffic conditions.
Kumar alleged that the challan was issued for rash and negligent driving and for using a mobile phone while driving. However, he countered these allegations by citing scientific and electronic evidence captured by the dashcam installed in his car. He claimed that the dashcam footage clearly showed his vehicle was being driven at a speed of 20-22 km per hour, which was well within the permissible speed limit.
The complainant further alleged that while an initial inquiry conducted by the Station House Officer (SHO) supported his account of the events, subsequent inquiries carried out by senior officials were allegedly prejudiced. He claimed that crucial evidence, including the dashcam footage, was ignored during these later inquiries. This, he asserted, led to the registration of a First Information Report (FIR) against him.
Mohit Kumar also stated that he was subjected to significant harassment by the police following the registration of the FIR. He further claimed that the matter had received wide publicity, which had caused him considerable mental trauma and humiliation. The NCSC’s intervention follows this detailed complaint of alleged impropriety and mistreatment by law enforcement officials.
Confirming the development, the Deputy Commissioner of Solan, Manmohan Sharma, acknowledged that the commission had sought a report. He stated that a formal report had been requested from the Superintendent of Police (SP), Solan. The administration is expected to submit its comprehensive response to the commission within the stipulated 15-day period, addressing all aspects of the complaint raised by Mohit Kumar. The NCSC’s directive underscores the commission’s role in investigating grievances related to alleged discrimination and harassment faced by members of Scheduled Castes, ensuring accountability of authorities in such matters.
