SRINAGAR: Union Education Minister Dharmendra Pradhan has ordered a comprehensive review and significant overhaul of the National Testing Agency’s (NTA) examination security architecture, emphasizing strict adherence to established protocols and enhanced confidentiality measures in the wake of recent issues.
Information was available with The Chenab Times that the Minister convened a high-level meeting with key officials, including the Secretary of the Department of Higher Education and the Director General of the NTA, to assess ongoing reform efforts. During the review, Pradhan was briefed on the agency’s initiatives to address recent challenges and strengthen its operational integrity.
The NTA informed the Minister that substantial internal changes are underway. Over 50 staff members have reportedly been removed from their positions, signaling a clear intent to address accountability. Furthermore, the agency has advertised for 10 new professional leadership roles. These include critical positions such as Chief Technology Officer, Chief Finance Officer, Chief Information Security Officer, General Manager for Test Security, and General Manager for Research and Development and Psychometrics. The recruitment process for these new leadership roles is currently in progress.
In a move to bolster expertise, the NTA is also integrating domain specialists from the private sector. These experts are expected to bring specialized knowledge in areas including cybersecurity, psychometrics, and question-paper design, aiming to enhance the overall quality and security of examinations.
Minister Pradhan explicitly directed the NTA to ensure rigorous compliance with all existing examination protocols. He mandated a complete re-evaluation and enhancement of the agency’s Confidential Operations (CONOPS) architecture. The objective is to create a more robust and secure framework for all testing processes.
To immediately strengthen examination security and confidentiality, the Minister instructed the implementation of critical measures on an urgent basis. These include the establishment of secluded examination rooms, the deployment of air-gapped computer systems that are not connected to external networks, and stringent device-deposit protocols for all individuals present during examinations. These steps are designed to mitigate risks associated with unauthorized access or data breaches.
Additionally, Minister Pradhan directed the NTA to initiate a thorough audit of all its examination processes. The agency is required to submit a detailed report outlining the specific corrective actions that have been taken and are planned to address any identified vulnerabilities or procedural gaps. This audit is intended to ensure transparency and accountability in the reform process.
