Leh, Ladakh: Lieutenant Governor V.K. Saxena has given his approval to the draft recruitment rules for 129 junior scale posts across 15 departments and services within the Union Territory administration. This significant development is expected to enhance promotional avenues and career progression opportunities for existing government employees.
Information was available with The Chenab Times that the newly proposed rules establish a structured framework for eligible officers in feeder cadres to transition to junior scale positions after fulfilling a defined period of qualifying service. These rules are designed to streamline the promotion process and provide clarity on career advancement pathways.
The departments and services covered under these draft rules include the General Administration, Cooperative, Employment, Excise and Taxation, Consumer Affairs and Public Distribution, Handicrafts and Handlooms, Industries and Commerce, Information, Labour, Rural Development, Revenue, Social Welfare, Tourism, and Transport departments. The comprehensive coverage aims to address recruitment and promotion needs across a broad spectrum of the UT administration.
The framing of these draft rules follows an amendment made by the Ministry of Home Affairs (MHA) on September 9, which empowers the lieutenant governor to formulate rules for Group ‘B’ gazetted services and posts. This includes posts that are part of common cadres, such as the Jammu and Kashmir Administrative Service (JKAS). Previously, such posts fell outside the rule-making authority of the lieutenant governor.
This decision comes after Lieutenant Governor Saxena’s intervention with the MHA in July, where he highlighted concerns regarding delays in regular promotions due to the absence of necessary recruitment rules. His engagement with the central government aimed to expedite the process and ensure timely career advancement for government employees.
Lieutenant Governor Saxena expressed his gratitude to Union Home Minister Amit Shah for his ongoing support in strengthening governance mechanisms in Ladakh. He stated that robust and efficient institutions are fundamental to delivering responsive and effective governance. Saxena further commented that these recruitment rules will provide deserving officers in feeder cadres with a clear and structured path for career progression, while direct recruitment will inject fresh talent into the administration.
The proposed recruitment strategy includes a balanced approach with 50 per cent of the posts earmarked for direct recruitment and the remaining 50 per cent for promotions. In total, 79 posts have been identified for direct recruitment, while 50 posts are designated for promotions, reflecting a commitment to both in-house development and the induction of new expertise.
The draft rules will be made available in the public domain for a period of 30 days, during which suggestions and objections from all relevant stakeholders will be invited. This consultative process is intended to ensure that the final rules are comprehensive and address the concerns of all parties involved.
Following the review of public feedback and any necessary modifications, the final proposals will be submitted to the Union Public Service Commission (UPSC) for consultation and approval, where applicable, before the rules are officially notified and implemented.
