India Announces $450 Million Reconstruction Package for Cyclone-Hit Sri Lanka

India has unveiled a $450 million reconstruction package for Sri Lanka to support relief and repair efforts following Cyclone Ditwah. The announcement came as External Affairs Minister S Jaishankar visited Colombo as Prime Minister Narendra Modi’s special envoy.

According to details received by The Chenab Times, the package comprises $350 million in concessional credit lines and $100 million in grants. Jaishankar handed over a letter from Modi to President Anura Kumara Dissanayake outlining the commitment.

Hindustan Times reported that the aid focuses on repairing roads, railways, and bridges; reconstructing damaged houses; rebuilding health and education systems; boosting agriculture; and enhancing disaster preparedness. Jaishankar stated India stands ready for further assistance in tourism and investment.

Sri Lankan Foreign Minister Vijitha Herath expressed appreciation for India’s support, including $4 billion in assistance during the 2022-23 economic crisis. He noted the package demonstrates enduring friendship.

Operation Sagar Bandhu began on the cyclone’s landfall day, delivering over 1,100 tonnes of relief materials, 14.5 tonnes of medicines and 60 tonnes of equipment. Indian forces set up a field hospital, treating over 8,000 people, and provided Bailey Bridges for connectivity.

Jaishankar and Herath inaugurated a 120-foot Bailey Bridge in the Kilinochchi district. Another is under construction at Chilaw. The cyclone caused $4.1 billion in damage, affecting two million people, per a World Bank report.

Jaishankar emphasized swift mitigation under the ‘neighbourhood first’ and Mahasagar policies. Herath highlighted India’s role in debt restructuring and requested help to boost tourism confidence. No further aid announcements were made as of Monday.
