Centre Approves Major IAS Reshuffle; Rohit Kansal Appointed Rural Development Secretary

New Delhi: The Appointments Committee of the Cabinet (ACC) has approved a significant reshuffle of Indian Administrative Service (IAS) officers, involving appointments and transfers across several key Union ministries. The decisions, aimed at streamlining administrative functions, were announced following a release from the Secretariat of the ACC.

According to details received by The Chenab Times, among the key appointments is Shri Rohit Kansal, IAS (AGMUT:95), who has been appointed as Secretary in the Department of Rural Development, Ministry of Rural Development. He will succeed Shri Shailesh Kumar Singh, IAS (JH:91), upon his superannuation on March 31, 2026.

In other significant transfers, Ms. Nivedita Shukla Verma, IAS (UP:91), formerly Secretary in the Department of Chemicals and Petro-Chemicals, Ministry of Chemicals and Fertilizers, will now serve as Secretary in the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions. She will also hold additional charge as Secretary in the Department of Pensions and Pensioners Welfare.

Shri Chanchal Kumar, IAS (BH:92), who was Secretary in the Ministry of Development of North Eastern Region, has been appointed as Secretary in the Ministry of Information & Broadcasting. He replaces Shri Sanjay Jaju, IAS (TG:92), who in turn has been appointed as Secretary in the Ministry of Development of North Eastern Region.

Shri Narendra Bhooshan, IAS (UP:92), has been moved to the Department of Land Resources, Ministry of Rural Development, as Secretary. Shri Chandra Sekhar Kumar, IAS (OR:92), has been appointed as Chief Executive Officer of the National Rainfed Area Authority under the Ministry of Agriculture & Farmers Welfare, holding the rank and pay of Secretary to the Government of India. He takes over from Shri Srivatsa Krishna, IAS (KN:94), who has been appointed as Secretary in the Ministry of Minority Affairs.

Shri Tejveer Singh, IAS (PB:94), currently in the Cadre, has been appointed as Secretary in the Department of Chemicals and Petro-Chemicals, Ministry of Chemicals and Fertilizers, replacing Ms. Nivedita Shukla Verma.

Sanjay Lohiya, IAS (AM:94), who was Additional Secretary in the Ministry of Mines, has been appointed as Special Secretary in the Department of Financial Services, Ministry of Finance. This position will be a temporary upgrade of a vacant Joint Secretary post, and Lohiya is slated to take over as Secretary of the Department of Financial Services upon the superannuation of Shri Nagaraju Maddirala, IAS (TR:93), on May 31, 2026.

Shri Bharat Harbanslal Khera, IAS (HP:96), has been appointed as Officer on Special Duty in the Ministry of Micro, Small and Medium Enterprises, in the rank and pay of Secretary to the Government of India. He is expected to assume the role of Secretary of the Ministry of Micro, Small and Medium Enterprises following the superannuation of Shri Subhas Chandra Lal Das, IAS (AGMUT:92), on April 30, 2026.

Shri Abhishek Singh, IAS (NL:95), Director General of the National Informatics Centre, Ministry of Electronics & Information Technology, has been appointed as Director General of the National Testing Agency, Ministry of Education. This appointment is also in the rank and pay of Secretary to the Government of India, achieved through a temporary upgrade of the post.

Shri Bhuvnesh Kumar, IAS (UP:95), Chief Executive Officer of the Unique Identification Authority of India, Ministry of Electronics & Information Technology, has been appointed as Secretary in the Ministry of Tourism. He replaces Shri Srivatsa Krishna.

The ACC also approved the in-situ upgradation of two officers to the level of Special Secretary, in the rank and pay of Secretary to the Government of India. Shri Sanjay Rastogi, IAS (OR:91), Director General of the National Archives of India, Ministry of Culture, has been upgraded in his current role. Shri Sajjan Singh Yadav, IAS (AGMUT:96), Additional Secretary, Department of Expenditure, Ministry of Finance, has been appointed as Special Secretary in the same department.
