Himachal Pradesh: Samagra Shiksha Allocated Rs 720 Crore for Fiscal Year

The Central government has approved a budget of ₹720 crore for the Samagra Shiksha scheme in Himachal Pradesh for the fiscal year 2026-27. This allocation was confirmed during a Project Approval Board meeting held in New Delhi. For the current financial year, the upper limit for Samagra Shiksha in Himachal Pradesh was set at ₹746 crore, a slight decrease from the ₹754 crore limit established in the previous year.

Performance Drives Increased Outlay Request

Information was available with The Chenab Times indicating that Rajesh Sharma, Project Director for Samagra Shiksha, highlighted the scheme’s performance in the state. Sharma stated that the entire budget allocated for the previous year was utilized, with all targets being met. Based on this successful execution, a request was made during the meeting for a higher outlay for the upcoming fiscal period. He further added that authorities have indicated that this demand for increased funding will be considered in the supplementary budget.

The Samagra Shiksha initiative is a flagship programme aimed at enhancing the quality and accessibility of education across all levels, from pre-primary to senior secondary. The budget allocated to the scheme is primarily directed towards critical areas such as the strengthening of educational infrastructure, the implementation of vocational education programmes, and the expansion of pre-primary education facilities. These efforts are crucial for ensuring that students in Himachal Pradesh receive comprehensive and quality education.

Context of Samagra Shiksha

Samagra Shiksha, an overarching programme for the school sector, unifies three erstwhile centrally sponsored schemes: Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), and Teacher Education (TE). Its objective is to treat school education holistically from pre-school to senior secondary level. The programme aims to improve the quality of education, ensure equity and inclusion, and promote vocationalisation of education.

The scheme focuses on various components including access and retention, teacher professional development, gender considerations, and the integration of technology in education. It also supports the development of infrastructure in schools, providing necessary learning materials, and promoting inclusive education for children with special needs. The effective implementation of Samagra Shiksha is vital for the overall development of the education ecosystem in the state.

In recent years, Himachal Pradesh has made significant strides in improving its educational indicators. The state has consistently focused on enhancing learning outcomes and has implemented various initiatives to ensure that quality education reaches every child. The allocation of substantial funds through Samagra Shiksha is expected to further bolster these efforts, enabling the state to upgrade its educational facilities, train its teachers, and introduce innovative pedagogical approaches.

The Project Approval Board (PAB) is the highest decision-making body for the Samagra Shiksha scheme. It reviews the proposals submitted by states and union territories and approves the budget allocations based on their performance, needs, and adherence to the scheme’s guidelines. The consistent allocation of significant funds reflects the Central government’s commitment to supporting educational development in states like Himachal Pradesh.

The successful utilization of the allocated funds and the achievement of targets have been a key factor in Himachal Pradesh’s ability to secure higher budgetary allocations. This practice not only demonstrates efficient fund management but also reinforces the state’s commitment to educational excellence. The emphasis on vocational education and pre-primary education is particularly noteworthy, as these areas are crucial for preparing students for future employment opportunities and for building a strong foundation in their early learning years.

The increased budget will likely be channelled into upgrading existing school infrastructure, constructing new classrooms and laboratories, and providing modern teaching aids. Furthermore, it is expected to support enhanced teacher training programmes, equipping educators with the latest pedagogical techniques and subject matter knowledge. The focus on vocational education will aim to bridge the gap between academic learning and industry requirements, thereby improving the employability of young graduates.

The Samagra Shiksha scheme’s comprehensive approach ensures that all aspects of school education are addressed, from the physical environment of the schools to the professional development of the teaching staff. The continued support from the Central government, coupled with effective implementation by the state authorities, is expected to contribute significantly to the overall improvement of the educational landscape in Himachal Pradesh.
